Google gives Android developers until February to use less RAM — AI took the rest

AI data centers have been consuming memory chips faster than the semiconductor industry can redirect production — and the pressure has now reached Android. Google announced this week that it is mandating new memory reduction requirements for all apps on Google Play, citing “significant hardware supply constraints that are altering device memory availability” across the mobile industry.

The policy is concrete: every Android app must meet new performance thresholds covering dynamic memory usage and bitmap allocation — the types of memory that apps consume while running in the background. Developers who exceed the limits will receive automated alerts. A Memory Limiter tool, arriving later this year, will take a harder stance and prevent non-compliant apps from drawing more than their allowed share.

Budget Android phones are the most exposed. A handset running on 4GB of RAM has far less buffer than a flagship device with 12GB or 16GB. When app developers are not optimizing aggressively, it is the entry-level device that crashes first. Across Southeast Asia, South Asia, much of Latin America, and sub-Saharan Africa — where affordable Android phones account for the majority of connected devices — this policy has direct consequences for hundreds of millions of users.

The supply chain link is worth understanding. The chip foundries that produce DRAM for smartphones — Samsung, SK Hynix, Micron — have been retooling significant capacity toward HBM (High Bandwidth Memory), the stacked variant used in AI training chips from Nvidia and others. AI infrastructure spending has grown faster than foundry capacity can follow, and the result is tighter conventional DRAM availability for consumer devices. Google’s requirement is the first time a major platform holder has translated this supply pressure into a developer mandate.

The policy has clear limits. Google has not published specific numerical thresholds — developers are expected to work from their own diagnostic data and the new tooling as it rolls out. What happens to apps that miss the February deadline has not been spelled out beyond “warnings.” And the DRAM constraint itself is an industry condition Google cannot fix by changing an app policy.

Google plans to release Memory Limiter tools before the end of 2026. Full enforcement of the new memory thresholds begins in February 2027. A second requirement — Zero Tap Sign-In, which preserves user accounts during device migrations — follows in April 2027. For any team shipping an app that runs on budget hardware, the second half of 2026 is when the work starts.
