China’s EV Battery Recycling Boom Is a Reckoning Dressed as a Green Win

The story China wants told about its used electric cars is a tidy one. The batteries that powered the largest EV boom the world has ever seen come home at the end of their lives, get shredded, and give back the lithium, nickel and cobalt needed to build the next generation. A closed loop. A green virtue. Proof that the country that learned to sell electric cars faster than anyone has also learned to feed itself the metals to keep making them.

Look past the halo and a different transaction comes into focus. What Beijing has actually done is stop treating a spent battery as somebody else’s problem and start treating it as the maker’s own. The move underneath the recycling story is not environmental sentiment. It is a bill, and the state has decided who pays.

Under a new national framework, a manufacturer can no longer sell a car and walk away from what is left of it. It must stand up collection points wherever those cars went, take back every retired pack, hand over the blueprints for pulling its own batteries apart, and feed a government platform that follows each cell from the assembly line to the grave. Extended producer responsibility is the dry name for it. In plain terms, the companies that built the boom now own its wreckage.

They own it because the alternative got ugly. The same explosion in sales that made Chinese automakers the envy of Detroit and Wolfsburg spawned a shadow industry to absorb the batteries falling out the far end. Tens of thousands of unlicensed workshops sprang up to crack packs open, rewire the good cells and resell them as new, crush the rest and sell them by weight, and pour the acid used to soak them straight into the drain, as MIT Technology Review documented in reporting from inside the trade. For every recycler the ministry has certified, more than a thousand others operate outside the lines. That is the mess the mandate is meant to end, and it is a mess the boom created.

It helps to be honest about how little of the loop is actually closed. For all the talk of recycled cars supplying the factories, recovered metal still meets only around a tenth of what China’s battery sector consumes, and for lithium the figure is a rounding error. The recycled EV feeding the manufacturing boom is a forecast, not yet a fact. What exists today is a waste stream growing faster than anyone can process it and a government determined to make sure the value in it does not leak abroad or into the gray market.

Which is where the accountability turns into advantage. The rules do not spread the burden evenly; they concentrate it. Recovery at industrial scale, with the recovery rates and collection networks the law now demands, is a game for giants, and one giant is already most of the field. The recycling arm tied to CATL, the country’s dominant battery maker, controls roughly half of national capacity on its own, running hundreds of depots and pulling nearly all the nickel and cobalt back out of every pack it processes. The cleanup, in other words, rewards the same national champions that dominated the boom. As one battery engineer put it, no one is better equipped to handle these batteries than the companies that made them, which is exactly the point and exactly the risk.

Underneath it all sits the reason the state cares enough to legislate. China buys the overwhelming majority of its cobalt, nickel and manganese from abroad, and much of its lithium, while sitting on the lion’s share of the world’s recycling capacity. Turning its own end-of-life fleet into a domestic mine is the closest thing to a hedge against every mineral chokepoint it does not control. The awkward footnote is that the cheap, safe batteries now dominating Chinese cars contain no cobalt or nickel worth recovering, so recycling them pencils out only because the state has ordered that it must.

That is the tell. A genuinely circular economy would not need to be commanded into existence. What China has built is closer to a compulsory one, in which the price of having sold the future is being handed the job of burying its remains, and the reward for burying them well is the material to sell it all over again.
